Abstract

Wealth and inequality continue to increase all over the world and, although the latter represents a very serious challenge the former offers opportunities deserving careful consideration. Even though the philanthropic sector, like other sectors, is fraught with shortcomings and weaknesses it has also brought about significant impacts on key areas like education, health, poverty, agriculture and the environment. Data, experiences and results -considered in this document- indicate that a proper framework and clear rules could enhance and support important programs and initiatives. In this context, the key conclusion of this article is that Costa Rica should develop a solid conceptual and operative framework to incentivize philanthropic activity. The country possesses already baseline and diagnostic studies and therefore only needs to define the next steps.
