This paper analyzes the close relationship between trade agreements and the Costa Rican sugar market from mid 1990 until 2010. It seeks to emphasize in over sized expectations of success that was intended with the export of sugar and its derivatives and contrasting with poor results. Also, the electoral period of 2005-2006, in which there was a unique promotion of the sugar interests is explored.
