Abstract

The research deals at a theoretical level with the public significance of tourism and relations with tourism policy as an instrument of governments to intervene in their development. The originality in the approach is based on the adoption of public policy analysis as a theoretical perspective, reconciling approaches from both tourism and political science. After more than half a century of the first state initiatives, there is not yet a agreement on approaches to the study of tourism policy and its fields of interest: on the one hand, an economic approach has been developed that defines it as a sectoral economic policy; and on the other, an integral perspective, which considers tourism policy a multidisciplinary field. The analysis shows that political science emerges as a fundamental science for the study of tourism, providing methodological instruments and concepts that facilitate their understanding from a critical perspective.
