Abstract

This is an article derived from research work as part of the PhD on Education from the Costa Rican Distance Education University, the main topic of which was Education and integral attention for the development of early childhood (under 3 years old) in Costa Rica. It is worth mentioning thatthe approach to the subject was developed from the qualitative paradigm. Data analysis was based on the hermeneutic-dialectic method, which allowed to examine some documents in greater depth. It also helps to interpret the speech of people involved. The main tools to compile the information were: the document analysis of different bibliographic sources, the programmatic proposals existing in the country for the attention of this population group, the National Policy for Children and Adolescents, the Children and Adolescents Code, the in-depth interview and focus groups with experts in several areas that affiliated with this population, people who care for children under 3. Among the main findings, the intervention of early childhood (under 3 years old) requires the participation of the whole society, of a system that integrates different private and public sectors (health, education, social services) and the coordination of different institutions that provide quality services for childhood.
