Abstract

This article describes the conceptions and knowledge of the key social actors (read leaders from communities, who have been linked to programs of Primary Health Care (PHC) and their families, government officials, etc.) related to the practical I of the program of Physiotherapy of the University Corporation Iberoamericana, around the conceptualization and political aspects of PHC; through a qualitative descriptive study, information was collected through semi-structured interviews and focus groups. Such analysis indicated that social actors generally unfamiliar with the concept and dimensions of the APS, as I define it as the first attention and addressed only to populations with specific conditions such as advanced age, poverty, state of pregnancy or disability status. In the political aspect is an important lack evidence and speeches are addressed to a lack of resources and wills from government agencies to strengthen PHC programs
