This article presents the initial outcomes of developing an index to assess managerial competencies of directors within the defense areas of the Office of the Ombudsman in Costa Rica for 2023. It focuses on leadership, teamwork, communication, foresight, and problem-solving using a Likert scale. Each variable is broken down into dimensions and indicators. Emphasizing question clarity and coherence, it aims to be a comprehensive tool for an objective and rigorous assessment. Based on literature review and expert consultations, the subsequent phase involves a pilot test to verify its reliability using statistical tests such as Cronbach’s Alpha coefficient and various types of validity.
