Las lluvias estacionales y extraordinarias recurrentemente desencadenan inundaciones en América Central. Para una gestión integrada y eficiente del riesgo de este fenómeno, se requiere una comprensión exhaustiva de las variables que las causan. Este estudio analiza y clasifica todos los municipios de cuatro países de América Central (Honduras, El Salvador, Costa Rica y Panamá) en términos de amenaza, exposición y vulnerabilidad a las inundaciones. La información disponible y más actualizada por municipio de cada país al 2023 fue utilizada para el estudio. Luego, se calculó el riesgo de inundación para comprender el papel de los factores que lo impulsan (amenaza, exposición y vulnerabilidad) en lo local y extrapolarlos a la escala de la cuenca hidrográfica para integrar una perspectiva de planificación regional. El método actual proporciona un cálculo del riesgo de inundación a escala municipal y lo coloca en un alcance de cuenca hidrográfica mediante una validación estadística de diferentes fuentes de datos por municipio en los cuatro países. Las cuencas con mayor riesgo de inundación son Ulúa, Nacaome (Honduras), Grande de Tárcoles (Costa Rica), Jiboa, Grande de San Miguel, Lempa, Estero de Jaltepeque y Bahía de Jiquilisco (El Salvador). Los resultados pueden promover planes de evaluación del riesgo de inundaciones en países en desarrollo o cuencas hidrográficas donde la información de base sea limitada: además de ser considerados un referente esencial para la elaboración de los planes de zonificación ambiental para el ordenamiento territorial. Este enfoque ha estado ausente en la mayoría de las políticas nacionales de riesgo de inundaciones, específicamente en los planes que analizan la probabilidad de disminución a corto, mediano y largo plazo de las condiciones de riesgo que influyen en los desastres por inundaciones.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract Floods are one of the most devastating natural phenomena worldwide. Seasonal and extraordinary rains often trigger floods in Central America. Comprehensive understanding of the variables that cause them is necessary for integrated and efficient flood risk management. This study analyzes and classifies all municipalities in four Central American countries (Honduras, El Salvador, Costa Rica, and Panama) in terms of flood hazard, exposure, and vulnerability. The most up-to-date and available information at municipal scale for each country as of 2023 was used for the study. Then Subsequently, flood risk was calculated to understand the role of factors driving it (hazard, exposure, and vulnerability) at the local level and extrapolate them to the watershed scale to integrate a regional planning perspective. The current method provides a calculation of flood risk at the municipal level and places it within a watershed scope through statistical validation of different data sources at the municipal level in the four countries. Watersheds with higher flood risk include Ulúa, Nacaome (Honduras), Grande de Tárcoles (Costa Rica), Jiboa, Grande de San Miguel, Lempa, Estero de Jaltepeque, and Bahía de Jiquilisco (El Salvador). The results can promote flood risk assessment plans in developing countries or watersheds where baseline information is limited, besides serving as an essential reference for the development of environmental zoning plans for territorial planning. This approach has been absent in most national flood risk policies, specifically in plans that analyze the probability of short, medium, and long-term reduction of risk conditions influencing flood disasters.]]></p></abstract>

Chuvas sazonais e extraordinárias frequentemente provocam inundações na América Central. Para uma gestão integrada e eficiente do risco deste fenômeno, é necessário um conhecimento profundo das variáveis que os causam. Este estudo analisa e classifica todos os municípios de quatro países da América Central (Honduras, El Salvador, Costa Rica e Panamá) em termos de ameaça, exposição e vulnerabilidade a inundações. Para o estudo foram utilizadas as informações mais atualizadas e disponíveis para cada município em cada país em 2023. O risco de inundação foi então calculado para entender o papel dos fatores determinantes (perigo, exposição e vulnerabilidade) no nível local e extrapolá-los para a escala da bacia hidrográfica para integrar uma perspectiva de planejamento regional. O método atual fornece uma estimativa de risco de inundação em escala municipal e a coloca no escopo de uma bacia hidrográfica por meio da validação estatística de diferentes fontes de dados por município nos quatro países. As bacias com maior risco de inundação são Ulúa, Nacaome (Honduras), Grande de Tárcoles (Costa Rica), Jiboa, Grande de San Miguel, Lempa, Estero de Jaltepeque e Baía de Jiquilisco (El Salvador). Os resultados podem promover planos de avaliação de risco de inundações em países em desenvolvimento ou bacias hidrográficas onde as informações de base são limitadas, além de serem considerados uma referência essencial para o desenvolvimento de planos de zoneamento ambiental para planejamento do uso do solo.
