A partir de 1955, casi todos los grandes volcanes comenzaron a ser declarados parques nacionales, deteniendo la ocupación y explotación humana en la cúspide de estos sectores, al tiempo que varios parques han estado expuestos a la actividad eruptiva de los cinco volcanes históricamente activos. Los parques nacionales volcánicos están sujetos al turismo y, con ello, al peligro de que se puedan generar afectación y pérdidas en vidas humanas. La muerte de una turista norteamericana y su guía costarricense en el año 2000, así como la repentina erupción del Poás en el año 2017, aunado a la persistente actividad eruptiva del Turrialba por más de 10 años, fueron los mecanismos disparadores de cuatro grandes cambios en el manejo y seguridad de los parques volcánicos costarricenses: a) la generación del decreto de restricción del uso de la tierra alrededor del Arenal en el 2001 y su actualización en el 2006, b) el mejoramiento en los sistemas de vigilancia volcánica en tiempo real, c) la construcción de pantallas de protección antibalísticos volcánicos en el mirador del cráter Activo del volcán Poás en el 2018 y medidas de manejo controlado; así como la construcción de pantallas de protección en el volcán Turrialba en el 2018, para el personal que atiende las torres de comunicaciones, los vulcanólogos, los técnicos especializados en vigilancia volcánica y los turistas, y d) la señalización preventiva e informativa en varios parques volcánicos a partir del 2020. De forma previa, en el volcán Irazú, el ICE ya había construido en 1964 un búnker para que los vulcanólogos y guardias pudieran realizar observaciones geofísicas y vulcanológicas. Dicho búnker se ubicó dentro de los primeros cinco observatorios temporales en el mundo y dentro de los primeros -si no el primero- en el continente americano y en el mundo en construir una obra de protección de este tipo. Se discutirá sobre ciertos razonamientos (ventajas y limitaciones) inherentes a este tipo de estructuras y reglamentaciones, dentro del delicado balance del manejo de la gestión del riesgo en volcanes turísticos. Todo esto forma parte de la Política Nacional de Gestión del Riesgo (2016-2030).]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract Costa Rica is known worldwide as a tourist mecca. As of 1955, almost all the major volcanoes began to be declared national parks, stopping the human expansion and exploitation in those areas, while several parks have been exposed to the eruptive activity of the five historically active volcanoes. Parks are subject to tourism and thus to the danger that they may be affected or lost in human lives. The death of an American tourist and its Costa Rican guide in the year 2000, as well as the sudden eruption of the Poás in 2017, coupled with the persistent eruptive activity of Turrialba for more than 10 years, were the mechanisms of four major changes in the Management and safety of the Costa Rican Volcanic Parks: a) The generation of the decree to restrict the use of land around the Arenal in 2001 and its updating in the 2006, b) the improvement of volcanic monitoring systems in real time, c) the construction of volcanic ballistic protection screens in the viewpoint of Active crater of the Poás volcano in 2018 and controlled management measures; and the construction of volcanic bomb protection screens in Turrialba in 2018, for the personnel that attends the communications towers, the volcanologists and technicians specialized in surveillance Volcanic, and d) the preventive and information labels in several volcanic parks. Previously, in the Irazú volcano, the ICE had already built in 1964 a bunker so that the volcanologists and guards could make geophysical and volcanological observations. This bunker is located within the first five temporary observatories in the world and within the first -if not the first- in the American continent and in the world to build a work of protection of this type. It will discuss some reasoning (advantages and limitations) inherent to this type of structures and regulations, within the delicate balance of management of risk control in tourist volcanoes. All of this is part of the National Risk Management Policy (2016-2020).]]></p></abstract>
