This paper presents a reflexive analysis about the process of design and development of a Collaborative Environment of Augmentative and Alternative Communication called ECCA, which was elaborated in the socio- technical context of the Autonomous City of Buenos Aires and Province of Buenos Aires, Argentina. The complex procedure involving the development of a Technology for the Social Inclusion in the field of Technologies of the Information and Communication for the educational area is considered; and it is argued on the importance of the socio-technical approach for guaranteeing an inclusive education in consideration of the rights of the persons with functional diversity, as the Argentine State legislates it. In contraposition to the linear conception of the appropriate technologies, there was implemented an inclusive methodology of work characterized for the active participation of the social actors and the optimization of the local knowledge. The conclusions warns about barriers of different nature that must be eliminated strategically to give sustainability to the development of a Technologies for the Social Inclusion as a political active gesture; reinforcing the community capacities of interaction between the social groups for the construction of an consistent socio-technical alliance implies both a challenge and an condition for carrying out the mentioned methodology.
