The practice of ethics y the management of health are not the ideal solution for the health system problems, but well understood, they can guide and help to classify the proper use of the resources, i complementaly way for the human health, and their quality life are not out of ethics. The ethic responsibility of the health Institutions is to offer this quality service, in the physicians that are in contact with the patient as much as the Professionals that work in the management. We must be able to consider in health not onIy the service but the justice things, efficiency, and equity in the social attention ofthe health, with a rational use in the macro and micro assignation of the resources, the same in the Management than in the medical patient relationship, but the expense of the real cost of the health. In the Clinical practice, there are difficult decisions in the concepts clinic freedom, medicine of evidence and health information.
