In 1964, the World Medical Association approved the Helsinki Declaratory, an ethic proposal to keep protect the patients' rights through an evaluation - authorization of the ethic scientific bureau in charge to control the investigative processes in humans. In Costa Rica, these investigative processes have been violated. In 1999, an internal auditory in the Caja Costarricense del Seguro Social (CCSS), discovered 30 cases where the protocols of the evaluation lacked authorization of the ethic scientific bureau in charge, ignoring the investigative qualification of the researchers, doctors and pharmacist in charge, the protocols were written in English, made in other countries, without a risk policy, and unknown financial support and economic benefits. These researches were made with children, pregnant women, and infants with existing products in the market.
