More law less rights, this is the axiom that we found in the law # 7899 of the 3rd of August, 1999. This political solution of inmediate character has the porpuse to silence the strong and growing accusation that the NOGs make about the sexual exploit of children in Costa Rica. They use the Penal Rights like a cure-it-all to face the dificulties that the new delictive ways impose, someting like this: if the law does not dissuade, then let it punish the most. But this is not enough, the law has more defficiences than the ones it tales to eradicate, because of ambiguals terms, taking for granted many delictives conducts, and making unproportional changes in the sanction. This essay puts in evidence that the good porpuse can be lost with a defective legislative technique.
