Abstract

The purpose of this paper was to propose a manual for community organizations of the urban area of the city of Monteria, from the development of three specific objectives, the first aimed at diagnosing the current state of community organizations from the analysis of the organization itself and perceptions of some social and institutional actors, the second of determining the constituent elements of the manual and finally the generation of the manual itself. Phase diagnosed States that on the one hand the level of training of community leaders in poor, only 56% have basic studies. On the other hand, community organizations lack focus and knowledge of local environmental management and the perception that it’s from public and private about this type of institutions is not very favorable, without omitting the JAC are considered part of the politiquera machinery in the region. Also, as major weaknesses within their structures are the lack of commitment and responsibility of members to with them. And four as central (profile of the territory structure: Within the constituent elements of the manual six components, two complementary (systemic, holistic and sustainable development cycle Plan-Do-Check-Act, in addition to approaches) were identified Community, social skills and mediation organizations to solve environmental problems). From the analysis of the elements in question it proceeded to build the manual with all relationships given for each of them.
