Methodologically it is a documentary study conducted in seven steps: formulate initial questions, bibliography research, theoretically approach the problem, establish the analysis model, observe documents, analyze and integrate information and conclusions. As result was obtained: 1) the description of the three elements of a trial: subject, copulation, and predicate; (2) a process to formúlate estimates judgments' in four steps: compare, interpret, qualify and judge or value; (3) a process to formulate predictive judgments' in three steps: look for other opinions, analyze past realizations and predict future achievements. It is concluded that the judgment is the climax of the evaluation, evaluation is judging. Know the elements that constitute a trial and the process for making value judgments is therefore essential to generate confidence in the development proper and correct trials for successful decision making, driving an optimal evaluation process, relevant, just, consistent with the established educational policies.
